The Department of Internal Security (DIS) is the “police within the police,” a unit with two opposing functions: protecting police officers from unlawful attacks and purging the force of corrupt officers.
01.Challenge
The mission is critical. The cases are successful. Yet, the attitude toward DIS officers was negative—both from colleagues and the public.
Officers from other units would call DIS police “osobisty” behind their backs, alluding to the “Special Department” of the Soviet army, which handled counterintelligence.

However, ordinary citizens often viewed law enforcement negatively.
The reason was simple – a lack of information. For many years, the DIS did not share the results of its work with the public or even with colleagues, following the principle of “keeping dirty laundry in-house.”
02.Approach
In July 2022, the Department of Internal Security marked its 30th anniversary. It was the perfect occasion to tell its story. That’s how the idea of a documentary was born.
An Honest Beginning
We did not shy away from difficult topics. On the contrary, we started with them. This was crucial for building trust with the audience. One of the stories was about Dasha. She escaped occupation but fell victim to a corrupt police officer at a checkpoint. Thanks to the DIS, all her money was returned the very next day.
Genuine Voices
We encouraged the film’s speakers to be open and sincere. No official jargon, no masks. DIS officers joke, worry, and sometimes even cry when they recall their hometowns destroyed by war.

On YouTube and Facebook, the documentary "DIS Officers" has been viewed by over 30,000 people.
