Documentary for the Ministry for restoration of Ukraine

How to Build Trust with Stakeholders and Users?

The Ministry for Restoration of Ukraine decided to use the anniversary of the state programme “eRecovery” as an opportunity to communicate key messages to international donors, ambassadors, and other project stakeholders.
And what could serve this purpose better than a documentary?

01.Challenge

What Makes It Unique
The eRecovery programme compensates Ukrainians whose homes were damaged or destroyed by russian aggression. There’s nothing else like it in the world. And yet, few people understood what truly set it apart.

Donor Trust
eRecovery depends on the backing of international financial institutions. To unlock continued support, it was critical to show how the programme prevents corruption — and why those mechanisms work.

Racing the Clock
We had just three weeks to make this film — from first briefing to final premiere. That’s a brutal timeline for a project of this scope. Add to that the wait for key interviews with ministers, MPs, and foreign ambassadors, and the challenge only grew.

02.Solution

The central storyline of Home Again follows two Ukrainians from the Kyiv and Donetsk regions. Their homes were destroyed by Russian missiles — and not just physically. A home is more than walls and a roof. It’s about family moments, warm memories, future plans.

Thanks to the eRecovery programme, supported by international donors, they were able to return home — in every sense of the word.

The film also takes viewers behind the scenes, showing how a team of civil servants and developers overcame major obstacles to launch the programme. These challenges reveal what makes eRecovery so strategic and unique — from its built-in anti-corruption safeguards to its role in stimulating the economy.

04.Reviews

We approached Look Up Agency to create a documentary for the Ministry of Restoration of Ukraine to mark the anniversary of the state programme E-Recovery. Despite the very tight deadlines, Iryna’s team produced high-quality, emotionally impactful content with the right communicative focus. At the premiere, audience engagement was at its peak, with many moved to tears.

I highly recommend agency for collaboration as an experienced documentary filmmakers and a reliable contractor.
